The ADSO provides a responsive, relevant organization complement capable of adapting to emerging demands and trends in the environment, and providing all necessary, implementable welfare programs for all employees of the University.
The offices under it are the Human Resources Management, Property, Procurement, and Records.

The HRMO is responsible for the recruitment and appointment of personnel including the terms and conditions of their employment, performance evaluation, personnel relation and welfare services, and other employee benefits and privileges.

The Office was established to ensure that there will be a check and balance when it comes to the purchase and delivery of different commodities of the University such as the common supplies and equipment, services and infrastructure. It has the delegated authority to conduct the following alternative method of procurement such as shopping, negotiated procurement under emergency cases, small value procurement, lease of real property and venue, and direct retail purchase of petroleum, oil and lubricant, and airline tickets.
