CLSU Facilitates ARTA Orientation to SUC and LGU Key Officials in Central Luzon

The Central Luzon State University (CLSU) successfully hosted the general orientation for Anti-Red Tape (ARTA) Ease of Doing Business: A Town Hall Meeting for Bagong Pilipinas Program to selected State Universities and Colleges (SUCs) Water Districts, and Local Government Units (LGUs) from Central Luzon, held on September 10, 2024, at the FPJ Communication Hall. This event informed and advocated the initiatives of ARTA to simplify and automate government processes and other regulatory reform activities. Also, it enabled participants to explore innovative approaches to improve competitiveness, share best practices, and nurture collaboration to achieve a favorable business environment. Meanwhile, in his opening remarks, ARTA Undersecretary Gerald G. Divinagracia shared how ARTA embraced change and driven change through the implementation of various Ease of Doing Business and Anti-Red Tape Initiatives. CLSU President Evaristo A. Abella, represented by Vice President Ariel G. Mactal, acknowledged the presence of officials, representatives, and guests who attended the event. He emphasized CLSU's unwavering commitment to supporting ARTA's mission of promoting transparency, efficiency, and accountability within public institutions. “CLSU also recognizes the challenge of reducing red tape not only in government concern but also a shared responsibility,” Vice President Mactal added. Additionally, the resource speakers from ARTA discussed the Salient Provision of RA 11032 or Ease of Doing Business Law, Whole-of-Government Reengineering Manual, Guidelines on the Implementation of the Citizen’s Charter and its Reference B, Harmonized Client Satisfaction Measurement, and lastly Complaints Handling. It was followed by an open forum where the participants asked questions and clarified information to the resource speakers. Dr. Silverio Ramon DC. Salunson, President of Tarlac Agricultural University (TAU), Dr. Raul D. Divina, City Administrator, Science City of Muñoz, and Engr. Reagan F. Moscoso, General Manager, San Felipe Water District also graced the event, recognizing the importance of raising awareness about ARTA’s roles and initiatives in creating change in the business environment. #CLSUxARTA

CLSU Receives Outstanding eNGAS and eBudget System User Entity Award

Central Luzon State University (CLSU), through its Financial Management Services led by Dir. Jinky Parugrug, has been honored with the "Outstanding eNGAS and eBudget System User Entity" Award for the second consecutive time. The recognition was conferred during the Government Financial Management Innovations Circle, Inc.'s (GFMIC) 16th Annual National Convention, held on September 25, 2025, in Tagbilaran, Bohol. This accolade underscores CLSU's exemplary utilization of the Electronic New Government Accounting System (eNGAS). The eNGAS is a critical software solution designed to modernize government accounting, ensuring all financial transactions are processed with accuracy, reliability, completeness, and timeliness. CLSU stands out among academic institutions, being one of only three universities nationwide, alongside Tarlac State University and Bukidnon State University, to receive this distinction. Other awardees were drawn from National Government Agencies and Local Government Units (LGUs). The award was formally accepted by Mr. John Mark Tangonan, head of the Accounting Office, together with staff from both the Accounting and Budget Office. This achievement serves as a significant affirmation of CLSU's strong commitment to digitalization and its dedication to maintaining the highest standards of accuracy in financial reporting.

RIDe Fest 2025: Groundwork to Greatness of Innovation Impact

The Research, Innovation, and Development Festival (RIDe Fest) is an annual event that highlights the university's discoveries, knowledge, and impact in the community. This year’s festival began with the official Opening Program and the ceremonial inauguration of the Innovation and Extension Exhibit, setting a celebratory tone. This was followed by the rigorous 37th Annual In-House Review of Completed and Ongoing R&D Projects and the Research Poster Showcase. To conclude the first day of the festival, a Knowledge-Sharing Session on "Communicating Science Effectively through Social Media” with Content Creator and UPLB Asst. Prof. Ethan Hernandez was held, and attended by over 200 students, faculty members, and science communicators from nearby agencies. Day two fused community spirit with academic pursuits. The early morning Community Parade was followed by events that highlighted the talents, humor, and research-oriented mindset of the CLSU community, including the competitive RIDe Fest Quest and an enthusiastic Cook-off. Furthermore, research and innovation were amplified through the Student Researchers' Day, the continuation of the In-House Review, and an insightful Plenary Session: International Spotlight, featuring crucial updates on the Banana and Cacao Disease Management Project. The excitement continues with the highly anticipated Innovation Pitch Off and the Sustainability Summit, alongside the final day of the exhibit.
