CLSU Leads Conference for OFWs and Families Across Region 3

The Central Luzon State University (CLSU), through the University Gender and Development Office (UGADO), in collaboration with the OFW Family Circle of Nueva Ecija, Inc. (OFCNE), is currently conducting a two-day regional conference for Overseas Filipino Workers (OFWs) and their families from May 15 to 16, 2025. The event brings together 96 members of the OFW Family Circle (OFC) community from Region 3, representing the provinces of Aurora, Bataan, Bulacan, Nueva Ecija, Pampanga, Tarlac, and Zambales. With the theme “BAYANI ng Gitnang Luzon: Benepisyo at Aksyon tungo sa Yaman, Abilidad, Negosyo, at Integral na Kalusugang Pangkaisipan,” the conference features discussions and workshops on mental health, gender issues, business development, financial literacy, and discrimination. Behind this initiative is the dedicated CLSU team led by Prof. Janet O. Saturno, UGADO Director, and Dr. Jayson L. Marzan, Project Leader of MeMo + GOLD. They are joined Dr. Carolyn P. Gonzales-Marzan, Mr. Sherwin Celestino, Ms. Alliah Samantha P. Sugue, Mr. Ryan De Quina, and Mr. Laurence Lingat as project staff members. CLSU Signs MOU with Region 3 SUCs and DBM to Offer Diploma in Women, Peace and Security with Focus on IPs

The Central Luzon State University (CLSU) forged a Memorandum of Understanding (MOU) with the Department of Budget and Management and State Universities in Region 3 today, May 17, at the Nueva Ecija University of Science and Technology, Cabanatuan City. University President Dr. Evaristo A. Abella and NEUST President Dr. Rhodora R. Jugo led the PASUC 3 presidents in the MOU signing. They were joined by Dir. Rosalie C. Abesamis from the DBM Region III, who represented DBM Secretary Amenah Pangandaman, as well as IP community representatives, other stakeholders, and partner institutions within the region. The MOU covers the implementation and promotion of the program, which seeks to address a critical gap in capacity building by providing academic, research, and policy-oriented training to empower Indigenous women and their advocates and strengthen inclusive peace and development strategies. CLSU Strengthens Service Efficiency Through Nationwide Frontline Service Inspection

Central Luzon State University (CLSU) underwent a rigorous evaluation on May 13, 2025, to ensure compliance with the Anti-Red Tape Act (ARTA) and the Ease of Doing Business (EODB). This evaluation coincides with the celebration of EODB month this May. As such, the CLSU Committee on Anti-Red Tape (CART) conducted a meticulous assessment of various key offices to promote efficient and transparent service delivery throughout the institution. The evaluation focused on the adherence to the Citizens’ Charter and Client Satisfaction of the following offices: the Office of the President, the Office of the Vice President for Administration, the Internal Audit Services Office, the University Library and Information Services, the Office of Admissions, the University Health Services, the Cashier’s Office, the Human Resource Management Office, the Accounting Office, and the Budget Office. The CART was led by Dr. Ariel G. Mactal, Vice President for Administration, together with Dr. Cheryl Ramos, Administrative Services Director; Dr. Irene Bustos, Office of Student Affairs Dean; Ms. Loida Gurion, Records Office Chief; Mr. Jonathan Gurion, Human Resource Management Office Chief; Ms. Jinky Parugrug, Financial Management Services Director; Dr. Khavee Botagen, Management Information System Office Chief; and Mr. Adorable Pineda, a retired employee serving as an external auditor. This initiative highlights CLSU's unwavering commitment to streamlining processes and delivering accessible, high-quality services to its stakeholders.

CLSU Maintains ISO 9001:2015 Certification; Reaffirms Commitment to Quality

The Central Luzon State University (CLSU) has reaffirmed its commitment to quality by successfully maintaining its ISO 9001:2015 certification following an audit by SOCOTEC Certification Philippines, Inc. on May 8-9, 2025. Recent audits conducted by highly qualified and experienced auditors were intended to ensure that the university adheres to its quality management system (QMS) in providing higher education, research, and technical advisory services. The external auditors, led by Ms. Grace Reyes, discussed their findings, observations, and opportunities for improvement during the closing program. In response, Dr. Evaristo A. Abella, University President, expressed his gratitude to SOCOTEC Auditors for their professional and objective assessment of CLSU's quality management system. Furthermore, he highlighted that every day should be treated as an evaluation and accreditation day, as ISO evaluation is not just a mere compliance with standards, but a continuous process of improvement. Maintaining the ISO 9001:2015 certification is not only a source of pride for CLSU but also a testament to its commitment to excellence and continuous improvement. #SievingForExcellence

CLSU Techno Village Program Supports NE Farmers through ItikPINAS

With its mission to transform rural communities, the Central Luzon State University (CLSU), through its Techno Village Development Program (TVDP), distributed 1,500 improved mallard ducks, known as ItikPINAS, to farmer partners in Nueva Ecija, specifically Aliaga, Talavera, and Science City of Muñoz on May 6, 2025. This initiative will provide beneficiaries with additional income opportunities and sustainable livelihoods. The program includes the provision of high-quality ducks, along with essential technical support from CLSU experts. The 1,500 distributed ducks, valued at approximately 370 pesos per duck, were already three months old and productive layers. The turnover was led by Dr. Aldrin E. Badua, University Extension Program Office Director, along with program head Mr. Armando C. Lagasca, Head of UEPO Technology Promotion Division, and attended by the University President and TVDP Program Leader, Dr. Evaristo A. Abella, with six beneficiaries and agricultural representatives from Talavera and Science City of Muñoz. The ItikPINAS is a genetically superior Philippine native layer duck recognized for its uniform appearance, high and consistent egg production (averaging 257–266 eggs per year), disease resistance, and adaptability to the local climate. This initiative is part of CLSU’s broader efforts to promote agricultural innovation and community development through technology transfer and partnerships with local stakeholders. #PartnershipForTheGoals

CLSU Produces New Batch of Licensed Civil Engineers

Central Luzon State University (CLSU), through the College of Engineering, successfully produced 25 newly licensed civil engineers based on the April 2025 Civil Engineer Licensure Examination. Based on the results released by the Professional Regulations Commission (PRC), the 25 successful examinees included six first-time takers and 19 repeaters. The CLSU’s overall passing rate is 21.74%. NE Boosts Onion Industry with New Cold Storage Facility at CLSU

The newly built Onion Cold Storage facility, which can hold an estimated 3,240 metric tons (approximately 120,000 bags) of onions, was officially handed over to the Provincial Government of Nueva Ecija on April 30, 2025. The facility, which is worth 210 million pesos, is strategically located at the Nueva Ecija Fruits & Vegetable Seed Center (NEFVSC) on the grounds of Central Luzon State University (CLSU). During the inauguration ceremony, CLSU President Dr. Evaristo A. Abella highlighted the facility's significant advantages for local onion producers and its positive impact on the university's academic community. "For CLSU, the establishment of this facility on our premises constitutes a valuable asset, offering our faculty and students direct access to resources that will markedly enhance their research endeavors,” President Abella stated. He also extended his heartfelt appreciation to the Provincial Government for its essential financial support in actualizing this crucial project for the agricultural sector. "I think, with this facility, we have a bright future for all of our local producers of onions," he asserted. President Abella also commended the steadfast commitment of the provincial government, under the leadership of Governor Umali, in bolstering Central Luzon through vital infrastructure projects and funding initiatives aimed at ensuring the sustainability of onion farming.
