IAO Mobility Chief Completes IZN Mgmt Workshop in Germany as DAAD Scholar

Dr. Emil F. Ubaldo, Chief of the Mobility and Intercultural Exchange Unit at the International Affairs Office, completed the first workshop of the Dialogue on Innovative Higher Education Strategies (DIES) Management of Internationalization (MoI) Program for the 2025-2026 cohort held on March 10 to 19, 2025 at Leibniz Universität Hannover and the German Academic Exchange Service (DAAD) headquarters in Germany. Selected from over 160 applicants across Asia, Africa, and Latin America, Dr. Ubaldo was one of the 30 internationalization leaders chosen for this 18-month hybrid professional development program. This supraregional initiative aimed at supporting universities in developing and emerging countries in managing internationalization efforts, with an equal distribution of 10 participants per region. The program targets higher education professionals responsible for coordinating international activities at their home institutions. It is jointly organized by Leibniz Universität Hannover, the German Rectors' Conference (HRK), and DAAD, with funding support from the Federal Ministry for Economic Cooperation and Development (BMZ) and collaboration with regional university partners in Asia, Africa, and Latin America. Dr. Ubaldo views the program as a strategic opportunity to enhance his expertise as an international relations officer, benchmark innovative mobility initiatives, learn from his peers, and gain insights from global experts to advance CLSU’s internationalization activities. The in-person workshop in Germany marked the first of three interconnected sessions of the DIES Management of Internationalization Program, with Dr. Ubaldo set to continue with a second in-person workshop in Manipal, India, for the Asian cohort in October 2025, followed by a final virtual session in March 2026, where participants will share progress on their internationalization projects. A core component of the program is the development of a tailored internationalization project, where participants set goals, create roadmaps, and track progress while enhancing their management and intercultural skills and expanding their global networks. For his project, Dr. Ubaldo will focus on enhancing the student mobility mechanism at Central Luzon State University by streamlining current processes and developing innovative approaches, aiming to improve efficiency, increase student participation in global exchanges, and foster stronger international partnerships. Since the launch of the DIES MoI program in 2013, two Filipinos have completed it, with two currently participating in this cohort, reflecting its selective nature. This emphasizes the importance of representing Philippine higher education institutions in global discussions, ensuring that the Philippines' perspectives are effectively integrated into dialogues on the internationalization of higher education. #QualityEducation #PartnershipsForTheGoals #SievingForExcellence

CLSU Leads Conference for OFWs and Families Across Region 3

The Central Luzon State University (CLSU), through the University Gender and Development Office (UGADO), in collaboration with the OFW Family Circle of Nueva Ecija, Inc. (OFCNE), is currently conducting a two-day regional conference for Overseas Filipino Workers (OFWs) and their families from May 15 to 16, 2025. CLSU Signs MOU with Region 3 SUCs and DBM to Offer Diploma in Women, Peace and Security with Focus on IPs

The Central Luzon State University (CLSU) forged a Memorandum of Understanding (MOU) with the Department of Budget and Management and State Universities in Region 3 today, May 17, at the Nueva Ecija University of Science and Technology, Cabanatuan City. University President Dr. Evaristo A. Abella and NEUST President Dr. Rhodora R. Jugo led the PASUC 3 presidents in the MOU signing. They were joined by Dir. Rosalie C. Abesamis from the DBM Region III, who represented DBM Secretary Amenah Pangandaman, as well as IP community representatives, other stakeholders, and partner institutions within the region. The MOU covers the implementation and promotion of the program, which seeks to address a critical gap in capacity building by providing academic, research, and policy-oriented training to empower Indigenous women and their advocates and strengthen inclusive peace and development strategies. CLSU Strengthens Service Efficiency Through Nationwide Frontline Service Inspection

Central Luzon State University (CLSU) underwent a rigorous evaluation on May 13, 2025, to ensure compliance with the Anti-Red Tape Act (ARTA) and the Ease of Doing Business (EODB). This evaluation coincides with the celebration of EODB month this May. As such, the CLSU Committee on Anti-Red Tape (CART) conducted a meticulous assessment of various key offices to promote efficient and transparent service delivery throughout the institution. The evaluation focused on the adherence to the Citizens’ Charter and Client Satisfaction of the following offices: the Office of the President, the Office of the Vice President for Administration, the Internal Audit Services Office, the University Library and Information Services, the Office of Admissions, the University Health Services, the Cashier’s Office, the Human Resource Management Office, the Accounting Office, and the Budget Office. The CART was led by Dr. Ariel G. Mactal, Vice President for Administration, together with Dr. Cheryl Ramos, Administrative Services Director; Dr. Irene Bustos, Office of Student Affairs Dean; Ms. Loida Gurion, Records Office Chief; Mr. Jonathan Gurion, Human Resource Management Office Chief; Ms. Jinky Parugrug, Financial Management Services Director; Dr. Khavee Botagen, Management Information System Office Chief; and Mr. Adorable Pineda, a retired employee serving as an external auditor.
