President Abella Highlights CLSU’s Key Achievements at UC’s 37th Executive Board Meeting

Granted regular membership in 2023, University President Evaristo A. Abella now serves as the Chief Executive Officer of the Central Luzon State University (CLSU) in the Southeast Asian University Consortium for Graduate Education in Agriculture and Natural Resources or the University Consortium (UC). During the 37th UC Executive Board Meeting, held at the University of the Philippines Los Baños (UPLB), Laguna from September 23-24, 2024, President Abella presented CLSU’s significant contributions and accomplishments in advancing the consortium’s goals, particularly in promoting innovative platforms for agriculture and natural resources. In attendance were the heads and representatives from the 14 member institutions from Thailand (2), Taiwan (1), Indonesia (2), Malaysia (2), Philippines (5), Japan (1), and Canada (1). Each institution presented their accomplishments as well as their recommendations, proposals and suggestions to improve further and expand the reach of the consortium. Dr. Jose V. Camacho, Jr, UPLB Chancellor and host for the Executive Board Meeting, welcomed the participants at the UPLB Sculpture Garden boasting the artwork installations as the accent of the meeting venue stressing that with everyone’s presence and cooperation, UC can surmount all the challenges, and chart a new path and platforms for the consortium. Meanwhile, Dr. Glenn B. Gregorio, Director of Southeast Asian Regional Center for Graduate Study and Research in Agriculture (SEARCA), traced the journey of the organization celebrating its 35th year of existence from a group of five founding members to the now growing and inclusive group of academic institutions in the region. With a common goal of championing sustainable agriculture, food security, micro-certification, and carbon neutrality. In his report, Dr. Abella noted that after becoming a regular member, CLSU intensified the support and productive engagement with the member institutions by providing the faculty and staff a platform to improve their crafts and collaborate with their counterparts in the region. He also expressed his gratitude to the support giving by UC to the initiatives of CLSU including the conduct of the annual International Short-term Summer Program. “I am expressing my gratitude to the University Consortium, and SEARCA, for providing us with a platform to capacitate our human resources and amplify the impact of our programs not only in the local community but also within our region,” said Dr. Abella. Dr. Abella also reaffirmed CLSU’s commitment to fostering international collaboration, purposive engagement, and productive exchange of ideas and human resources among the partner member institutions. Following his presentation, the UC expressed appreciation for CLSU’s initiative in hosting UC events and contributing essential resources to ensure their success. The consortium also encouraged other member institutions to replicate these efforts in future collaborations. The meeting, presided by Dr. Camacho, Jr., will also deliberate on concerning future events, plans and projects of the consortium, as well as the application and status of the affiliate member and the application of a university in Malaysia and two from Canada. #CLSUxUC

CLSU Leads Conference for OFWs and Families Across Region 3

The Central Luzon State University (CLSU), through the University Gender and Development Office (UGADO), in collaboration with the OFW Family Circle of Nueva Ecija, Inc. (OFCNE), is currently conducting a two-day regional conference for Overseas Filipino Workers (OFWs) and their families from May 15 to 16, 2025. The event brings together 96 members of the OFW Family Circle (OFC) community from Region 3, representing the provinces of Aurora, Bataan, Bulacan, Nueva Ecija, Pampanga, Tarlac, and Zambales. With the theme “BAYANI ng Gitnang Luzon: Benepisyo at Aksyon tungo sa Yaman, Abilidad, Negosyo, at Integral na Kalusugang Pangkaisipan,” the conference features discussions and workshops on mental health, gender issues, business development, financial literacy, and discrimination. Behind this initiative is the dedicated CLSU team led by Prof. Janet O. Saturno, UGADO Director, and Dr. Jayson L. Marzan, Project Leader of MeMo + GOLD. They are joined Dr. Carolyn P. Gonzales-Marzan, Mr. Sherwin Celestino, Ms. Alliah Samantha P. Sugue, Mr. Ryan De Quina, and Mr. Laurence Lingat as project staff members. CLSU Signs MOU with Region 3 SUCs and DBM to Offer Diploma in Women, Peace and Security with Focus on IPs

The Central Luzon State University (CLSU) forged a Memorandum of Understanding (MOU) with the Department of Budget and Management and State Universities in Region 3 today, May 17, at the Nueva Ecija University of Science and Technology, Cabanatuan City. University President Dr. Evaristo A. Abella and NEUST President Dr. Rhodora R. Jugo led the PASUC 3 presidents in the MOU signing. They were joined by Dir. Rosalie C. Abesamis from the DBM Region III, who represented DBM Secretary Amenah Pangandaman, as well as IP community representatives, other stakeholders, and partner institutions within the region. The MOU covers the implementation and promotion of the program, which seeks to address a critical gap in capacity building by providing academic, research, and policy-oriented training to empower Indigenous women and their advocates and strengthen inclusive peace and development strategies. CLSU Strengthens Service Efficiency Through Nationwide Frontline Service Inspection

Central Luzon State University (CLSU) underwent a rigorous evaluation on May 13, 2025, to ensure compliance with the Anti-Red Tape Act (ARTA) and the Ease of Doing Business (EODB). This evaluation coincides with the celebration of EODB month this May. As such, the CLSU Committee on Anti-Red Tape (CART) conducted a meticulous assessment of various key offices to promote efficient and transparent service delivery throughout the institution. The evaluation focused on the adherence to the Citizens’ Charter and Client Satisfaction of the following offices: the Office of the President, the Office of the Vice President for Administration, the Internal Audit Services Office, the University Library and Information Services, the Office of Admissions, the University Health Services, the Cashier’s Office, the Human Resource Management Office, the Accounting Office, and the Budget Office. The CART was led by Dr. Ariel G. Mactal, Vice President for Administration, together with Dr. Cheryl Ramos, Administrative Services Director; Dr. Irene Bustos, Office of Student Affairs Dean; Ms. Loida Gurion, Records Office Chief; Mr. Jonathan Gurion, Human Resource Management Office Chief; Ms. Jinky Parugrug, Financial Management Services Director; Dr. Khavee Botagen, Management Information System Office Chief; and Mr. Adorable Pineda, a retired employee serving as an external auditor.
