General Application Process
General Guidelines
- Students shall be accepted regardless of age, sex, nationality, religious beliefs, socio-economic status, political affiliations, or physical disabilities.
- Students must meet all the prescribed admission requirements of the University/College, and must pledge to abide by and comply with all the rules and regulations of the University/College.
General Requirements
- Must qualify in the College Admission Test (CLSU-CAT). Transferees who have earned at least 36 credit units of college courses need not take the CLSU-CAT.
- Must have complete and valid credentials such as Grade 12 report card or its equivalent. Copy of Philippine Statistics Authority (PSA) birth certificate and One “2×2” colored ID picture with name tag following the format: Last Name, First Name, Middle Initial. Computer-generated picture will not be accepted.
- Must qualify in the physical or health examination conducted by the University physician.
- Must submit a duly accomplished enrollment form.
- Others, as prescribed by the concerned College.
For Freshmen
New/beginning first-year students are not accepted during the Second Semester or Summer Term. He/She must not have enrolled in any academic or college subject/s before their enrollment as beginning first year, otherwise, they shall be classified as transferees. Students enrolled in vocational courses or those not leading to a degree program are admitted as beginning first-year students.
Requirements
- Must qualify in the College Admission Test (CLSU-CAT).
- Must have complete and valid credentials such as Grade 12 report card or its equivalent. - Must qualify in the physical or health examination conducted by the University physician.

For Transferees
Applicants must not have more than 25% failure in all units taken during the last semester. Only students who have enrolled in any course leading to a degree program are admitted as transferees.
Transferees from SUC institutions shall be admitted and treated as regular students following the existing policies of the University/College. Official Transcript of Records (OTR) shall be submitted before admission for the following semester. Otherwise, enrollment will not be permitted.
The admission of the transferee is subject to the availability of the slot, and it should be recommended by the concerned Department/College. Transferees must comply with the provisions on accreditation/validation of courses.
Requirements
- Applicants must meet all the prescribed admission requirements of the University (General Requirements) and the concerned College.
- Transferees who have earned at least 36 credit units of college courses do not need to take the CLSU-CAT.
- Certification of good moral character
- Certificate of honorable dismissal/transfer credentials; and
- Copy of grades signed by the Registrar or official transcript of records.
For Foreign Students
Applicants who wish to study at Central Luzon State University (CLSU) must meet the prescribed requirements by the Department of Foreign Affairs (DFA), the Bureau of Immigration and Deportation (BID), and the Commission on Higher Education (CHED). All international students must submit their Application Dossier via email to international.student@clsu2.edu.ph and admissions@clsu.edu.ph three (3) months before their prospect First Semester. A foreign student may be admitted based on the availability of a slot in the course applied for.

- Personal History Statement (PHS Revised 1998, download link) - Six copies of filled-out PHS form with student’s signature, left and right thumbprints, and a 2 x 2 inch photograph on a plain white background taken not more than six months before submission;
- Notarized Affidavit of Support from Parents - proof of adequate financial support (Bank Certificate). Duly authenticated by the Philippine Foreign Service Post, Embassy or Consulate in the applicant’s country of origin or legal residence;
- High School Scholastic Record – or Transcript of Records translated in English, if written in another language. Duly authenticated by the Philippine Foreign Service Post, Embassy or Consulate in the applicant’s country of origin or legal residence;
- Police Clearance - issued by the National Police Office or a certification from an appropriate government agency that the applicant has neither been convicted of a crime nor has any pending criminal case against him. Duly authenticated by the Philippine Foreign Service Post, Embassy or Consulate in the applicant’s country of origin or legal residence;
- Passport - with at least six months before expiry upon arrival. Photocopy of passport pages where name, photo, birthdate, and birthplace appear;
- Medical Fitness Certificate - including International Certificate of Vaccination. Duly authenticated by the Philippine Foreign Service Post, Embassy, or Consulate in the applicant’s country of origin;
- Certificate of Proficiency in English - Students may present the official result of a standardized English test eg. IELTS score of 6.5 or a TOEFL iBT score of 80 or equivalent. Likewise, the CLSU Department of English and Humanities can evaluate students for English proficiency for a fee Php 500.00 for those who come from countries or schools where English is not the medium of instruction. If not proficient, include an English subject as bridging course.
- Pay US $50 non-refundable application fee through bank transfer to Landbank, CLSU Income Account No. 2961038416. Kindly email proof of payment to facilitate the processing of your application.
- Optional Requirement:
NICA Clearance - For applicants from countries identified by the Philippine’ Department of National Defense (DND) and/or the National Intelligence Coordinating Agency (NICA) as areas of interest of terrorism incidents, additional provisions such as NICA Clearance may apply to ensure community safety and compliance with government directives.
For Cross Enrollees
Students from other institutions may wish to cross enroll in CLSU for the subject(s) needed for them to graduate. However, the admission is subject to the availability of a slot for the subject(s) being cross-enrolled.
A student from another institution may be allowed to cross-enroll within the registration period only.
Requirements
- Cross-enrollees must present a cross-registration permit from the Registrar of the student’s mother institution specifying the total number of units and the subject(s) to be cross enrolled.
- The cross enrollee must present a certificate of good moral character.
For Audit Students
An audit student is one who is not earning credits for completed work. His/Her admission shall be approved by the Dean of Admissions upon the recommendation of the Dean of the college concerned.
An audit student shall not be allowed to enroll for more than nine units per semester or to register for more than two years, except by special permission of the Dean of the concerned college. The work of the audit student is reported as “Satisfactory” or “Unsatisfactory” at the end of the semester since subjects taken are non-credited also the student must sign an agreement waiving the right to receive and to demand credit for the work done.

- Written permission from the Dean of the concerned college must be presented to the Office of Admissions together with the required documents stated in General Requirements.
For Returning Students
A returning student is one who is not enrolled in the University in the preceding semester(s). Admission of a returning student is dependent on the student’s previous scholastic standing.

- Must qualify in the physical or health examination conducted by the University physician.
- Others, as prescribed by the concerned College.
For Student Shifters
A student shifter is one who wishes to shift or transfer to another curriculum in the University. The request to change the curricular program should be made by using the prescribed form. This should be recommended for approval by the concerned College Registrars and Department Chairpersons and presented for approval of the concerned Deans.
Requirements
- The student must meet the admission requirements for that curriculum.
For Non-Degree Students
A degree holder or undergraduate student who is not currently enrolled in any other institution of higher learning may be allowed to take credit courses, provided that the student satisfies the admission requirements of the concerned college.
The student shall not be allowed to enroll for more than nine units per semester or to register for more than two years, except with permission from the Dean of the concerned college. A non-degree student is not a prospective candidate for graduation for any degree in the University since the student does not have an organized program of study to follow. The admission of the student is approved by the Dean of Admissions upon recommendation by the Dean of the concerned college.
Requirements
- The student must submit a certificate of good moral character in addition to the requirements stated in General Requirements.
For Short Term Courses
For Special Course, an applicant must present a certificate of graduation from elementary school. For Agricultural Mechanics Course, an applicant must present a junior high school report card.
