DOST-PCAARRD, CLSU Hold Inception Meeting for a Newly Approved 52M Project

The Central Luzon State University (CLSU) through its Freshwater Aquaculture Center (FAC) and the Department of Science and Technology - Philippine Council for Agriculture, Aquatic, and Natural Resources Research and Development (DOST-PCAARRD) held an inception meeting on March 24, 2025, for the newly approved project amounting to 52.15 million pesos, set to run for two years. Under the leadership of Dr. Karl Marx A. Quiazon, FAC Director, the project entitled National Tilapia R&D Program: Program A - Ensuring Accessibility of FaST Strain for Productive, Profitable, and Sustainable Grow-Out Operations aims to improve the accessibility of FaST Strain fingerlings nationwide, transforming CLSU into a breeding nucleus for high-quality tilapia. Initially focused on the Luzon Area, the program is set to expand to the Visayas and Mindanao through partnerships with breeders and private enterprises. The initiative encompasses five projects, with CLSU leading the first, second, and fourth projects, while Isabela State University (ISU) will implement the third and fifth projects. Dr. Evaristo A. Abella, University President, expressed his support for the program, emphasizing its significance in strengthening the country’s aquaculture industry. He highlighted the program’s role in enhancing food security, economic growth, and environmental sustainability. “This initiative was made possible by the strategic vision of our dedicated university researchers, reflecting CLSU’s ongoing efforts to promote sustainable technologies specifically for future production and services, aligning with the government’s goals for food sustainability,” said President Abella. The discussion included the DOST guidelines for implementing R&D programs, as well as monitoring and evaluation plans and timelines, followed by an open forum addressing key concerns such as budget release, certification requirements, procurement processes by the implementing agency, utilization rates, and coordination with accounting offices. Other DOST-PCAARRD officials who joined the meeting were Dr. Juanito T. Batalon, Deputy Executive Director; Dr. Adelaida T. Calpe, Inland Aquatic Resources Research Division (IARRD) Director; Dr. Cynthia V. Almazan, Senior Science Research Specialist; along with Ms. Maria Teresa Vasquez and other representatives from DOST. Dr. Batalon concluded the inception meeting with a confident endorsement of the project and extended his congratulations to both state universities. “Today marks the beginning of another promising R&D program. CLSU Techno Village Program Supports NE Farmers through ItikPINAS

With its mission to transform rural communities, the Central Luzon State University (CLSU), through its Techno Village Development Program (TVDP), distributed 1,500 improved mallard ducks, known as ItikPINAS, to farmer partners in Nueva Ecija, specifically Aliaga, Talavera, and Science City of Muñoz on May 6, 2025. This initiative will provide beneficiaries with additional income opportunities and sustainable livelihoods. The program includes the provision of high-quality ducks, along with essential technical support from CLSU experts. The 1,500 distributed ducks, valued at approximately 370 pesos per duck, were already three months old and productive layers. The turnover was led by Dr. Aldrin E. Badua, University Extension Program Office Director, along with program head Mr. Armando C. Lagasca, Head of UEPO Technology Promotion Division, and attended by the University President and TVDP Program Leader, Dr. Evaristo A. Abella, with six beneficiaries and agricultural representatives from Talavera and Science City of Muñoz. The ItikPINAS is a genetically superior Philippine native layer duck recognized for its uniform appearance, high and consistent egg production (averaging 257–266 eggs per year), disease resistance, and adaptability to the local climate. CLSU Produces New Batch of Licensed Civil Engineers

Central Luzon State University (CLSU), through the College of Engineering, successfully produced 25 newly licensed civil engineers based on the April 2025 Civil Engineer Licensure Examination. Based on the results released by the Professional Regulations Commission (PRC), the 25 successful examinees included six first-time takers and 19 repeaters. The CLSU’s overall passing rate is 21.74%. NAP, CLSU Hold Seminar Workshop on Basic Records and Archive Mgmt

The National Archives of the Philippines (NAP), in partnership with Central Luzon State University (CLSU), initiated a two-day seminar workshop on the importance of Basic Records and Archive Management (BARM) in government offices across the province. It was held on April 23-24, 2025 at the OVPAA Amphitheater in CLSU. The seminar on BARM informed the different agencies' record keepers on the overview of the Records and Archives Management Program (RAMP), including records maintenance, security, and preservation of records, among others. Senior Records Management Analyst, Ms. Ehxia R. Dondonilla, Senior Archivist, Ms. Cheryl B. Alvares, Training Specialist, Mr. Gerald F. Requesto, and Chief, Training and Information Division, Ms. Gina M. Papa from NAP served as the resource persons who shared their knowledge and experiences, as well as the techniques in Basic Records and Archive Management. Vice President for Administration Dr. Ariel G. Mactal conveyed his sincere appreciation to the NAP for their presence and unwavering dedication to enhancing records management across all government agencies within our province. He emphasized that the seminar workshop transcends more than the technical skills and management systems as it concerns the preservation of collective history. “Each document must be safeguarded, every record properly filed, and each archive preserved contributes to the broader narrative of our province, our institution, and our nation. These are not merely papers; they embody the story of our identity,” said Dr. Mactal. The event was attended by representatives from state universities and colleges (SUCs), including CLSU and NEUST; attached agencies from the Department of Agriculture such as the Philippine Rice Research Institute, Philippine Carabao Center, and Philippine Center for Postharvest Development and Mechanization; Local government units (LGUs) from Talavera, General Natividad, Bongabon, Carranglan, Aliaga, Cuyapo, Science City of Muñoz, General Tinio, Palayan; other institutions such as Civil Service Commission Field Office in Nueva Ecija, Dr. Paulino J. Garcia Memorial Research and Medical Center in Cabanatuan, Talavera General Hospital, and Palayan City Hospital.
